This revision has made significant improvements to the regulatory system for the supervision of international shipping and related auxiliary business activities.

The amendments mainly focus on three core aspects: First, the scope of auxiliary activities related to international maritime transport is expanded, and businesses such as international shipping trading platform services are included in the regulatory scope; Second, a reporting system for information from international shipping trading platforms is established, and it is clarified that platform operators are required to report key information such as the name, registered place, and trading rules to the competent department of transportation under the State Council. Those who fail to report as required will face fines of more than 20,000 yuan and up to 100,000 yuan, and those with serious circumstances will be ordered to stop related businesses; Third, anti-retaliatory measures are strengthened, and it is clarified that if other countries or regions take discriminatory measures against China's international maritime transport related operators, the Chinese government may take countermeasures such as charging special fees, restricting the entry and exit of ships from ports, and prohibiting the acquisition of related data information according to the actual situation.
